It confirms that the product is freely sold in India, although it does not imply any certification of safety, efficacy, or registration for use within the country.

Foreign authorities often require this certificate to ensure that the product being imported into their country is legally sold and manufactured in the country of origin.

Categories of Free Sale Certificates

  • Medical Devices & Instruments-Products used in hospitals, clinics, or healthcare settings.
  • Non-Medical Products- All other items not covered under the Drugs and Cosmetics Act, 1940, but used for medical, surgical, or general purposes and not prohibited for export.

Eligible Items for Export under Free Sale Certificate

  • Products not restricted or prohibited under Indian export laws.
  • Items not governed by the Drugs and Cosmetics Act, 1940 but used in medical and surgical facilities such as hospitals and clinics.

Validity and Government Fee

The validity of the Free Sale Certificate is 2 years from the date of issuance.

A government fee of ₹1000 must be paid on the DGFT portal for each certificate application.

  • IEC Certificate (Importer Exporter Code)
  • RCMC Certificate (Registration-Cum-Membership Certificate)
  • Valid Manufacturing License
  • Product permission letters for the goods being exported
  • List of export products requiring the certificate
  • Demand letter from the foreign authority requesting the certificate
  • Power of Attorney or Authorization Letter (if applicable)
