Registered Exporter

The Registered Exporter System (REX) is a self-certification mechanism introduced by the European Union (EU). It allows exporters to certify the origin of their goods by themselves, using a “statement on origin.” Once an exporter is registered under the REX system, they can issue this declaration without needing certification from a public authority. This system promotes preferential market access for goods exported from developing countries, including India, by enabling reduced or zero customs duties for importers in the EU. In simple terms, REX acts as a self-declared Certificate of Origin approved by competent authorities.

Who is a Registered Exporter?

Previously, Certificates of Origin were issued and validated by public authorities for every export consignment. Under the REX system, this has been replaced by a one-time registration process. Once an exporter is registered, they receive a REX Number and are recognized as a Registered Exporter. From then onwards, they can issue their own Statement on Origin for eligible consignments exported to the EU, without needing to approach any agency for a Certificate of Origin. This shift enhances ease of doing business, transparency, and faster shipment processing.

1.Exporters must apply through the designated Local Users for Registration, who are authorized under the Local Administrators.

2. These users assist with application filing, verification, and submission on the T-REX platform.

3. Once approved, the exporter is assigned a unique REX Number, valid for a lifetime.

4. Regular audits or checks may be conducted by the authority based on EU directives.

Who Needs to Register Under REX?

Exporters from GSP (Generalised Scheme of Preferences) beneficiary countries are required to register under the REX system if the value of goods exported exceeds €6,000. It is mandatory for claiming GSP benefits on such shipments to the EU.

Competent Authority in India

In India, the Department of Commerce is the main authority overseeing the REX system. Registration is facilitated by 16 designated Local Administrators, whose contact details are published on the official DGFT (Directorate General of Foreign Trade) website.

These authorities are responsible for reviewing and verifying registration applications, issuing REX numbers, and handling compliance audits.
